The Fulbright Scholar Program (Master’s and Ph.D.) and Fulbright-Higher Education Commission (HEC) Ph.D. programs are currently taking applications for the 2024 Fulbright Student (Master’s and Ph.D.) and Fulbright-Higher Education Commission (HEC) Ph.D. programs, which completely support graduate study at top universities in the United States.
The deadline for applications is February 28, 2024. All applicants must take the Graduate Record Examination (GRE).
Candidates for the Master’s degree program must have a four-year Bachelor’s degree or a Bachelor’s and Master’s combination comprising 16 years of formal study from an authorized university.
Except for MBA and Public Policy/Administration candidates, who must have two years of work experience, recent graduates are highly encouraged to apply.
Eligible applicants for the Ph.D. degree program must hold a Master’s, M.Phil. Or similar degree (a minimum of 18 years of formal study) from a recognized university. Candidates with job experience in teaching, research, or the public sector in Pakistan are strongly preferred.

Who can Apply?
- Masters program candidates must have a Bachelor’s degree (16 years of formal education), whereas Ph. D applicants must have a master’s degree (18 years of formal education).
- Candidates from all academic fields, except clinical medicine, are eligible to apply.
- Public Policy/Administration or MBA applicants must have at least two years of work experience in the preferred subject.
- The Graduate Record Examination (GRE) is needed throughout the application process, with a minimum score of 145 in each component of the GRE necessary to be eligible for admission.
- A high degree of skill in both written and spoken English communication is essential. Following their selection, selected candidates will be required to provide a TOEFL certificate.
- The shortlisted applicants must sign a bond with HEC guaranteeing that they will return to Pakistan after completing their degree program and will serve Pakistan for at least the duration of their degree program.
Ineligibility:
- Persons with dual U.S./Pakistan nationality or those with a U.S. citizen or permanent resident spouse, parent, fiancé, or child over 18.
- Employees of the Fulbright Foundation or the United States Department of State, as well as their wives, fiancés, siblings, dependents, children, and parents.
- Employees of USAID or the HEC, as well as their spouses, fiancés, siblings, dependents, children, and parents, are eligible for programs funded by their agencies.
- In general, preference for Fulbright student opportunities will be given to candidates who have not previously received a Fulbright student grant.
How to Apply:
The Fulbright Scholarship Program is wholly administered by The United States Educational Foundation in Pakistan (USFEP), the US government’s official educational body in Pakistan, in collaboration with the US Embassy in Pakistan and the Higher Education Commission (HEC).
Applications for Fulbright scholarships are submitted using the USEFP website’s online application portal.
Applicants should go to the USEFP website, https://www.usefp.org, to apply for the Fulbright fellowship.
They would discover their selected scholarship program under the scholarship tab. Candidates are instantly taken to the application site after selecting the “Start Application” button on the scholarship page.
A full application package comprises the following items:
- An application form
- Three reference letters
- Your GRE score report, as well as
- Scanned transcripts, including an explanation of the university’s grading structure, should be submitted. Please keep in mind that while HEC-certified papers are preferred, degrees and transcripts attested by the granting body will be accepted at the time of application.
