On November 31, 2023, the Finance Division of the Government of Pakistan released a notification regarding the 2023 revised MP pay scales.
The Finance Division released the Notification regarding the Revision of Management Pay Scales MP-I, MP-II, and MP-III.
Additionally, the Federal Government provided clarification on Medical Facilities, Retirement Gratuity or Commutation, and TA/DA 2023. Additionally, they will receive transportation facility monetization at predetermined rates. The information is as follows:

The office memorandum addressing the change of the Management Positions scales MP-I, MP-II, and MP-III is released by the finance division under the government of Pakistan’s regulation wing.
Referring to the division’s O.M.No.3 (2) R-4/2011, which is as of July 14, 2023, is what the section officer directs.
About the management position modification discussed above, it is said that the Prime Minister has approved the revision of management posts and associated compensation packages, which will take effect on October 1, 2023.

Instead of updating the Basic Pay Scales this year, the Federal Government awarded employees access to the Revised Pay Scales 2022.
The updated prices for Basic Pay, House Rent, and Utilities are also updated.
The current MP-I rates, which are in force as of July 14, 2017, have been updated and are as follows:
MP-I basic salary is graded from Rs. 433,959 at the minimum to Rs. 532,950 at the maximum, with a 33,000 increment.
The minimum and maximum house rent allowances are both set at Rs. 101,000 with a Rs. 33,000 increase.
The minimum and maximum amounts for utility allowances are 19,650 and 24,300, respectively, with a 33,000 increase.
For MP-I personnel, these rates offer a thorough summary of the financial considerations.
The updated MP-I rates that will take effect on October 1, 2023:
There has been an increase in basic salary of Rs. 47,850, from Rs. 629,230 to Rs. 772,780.
There has been an increase of Rs. 47,850 in house rent, from Rs. 146,450 to Rs. 205,900.
The current pricing of Rs. 35,240 for utilities represents an increase of Rs. 6,740 above the prior rate of Rs. 28,500.
The following rates are in place for management positions as of July 14, 2017:
With an incremental rise of Rs. 27,225, the basic salary varies from the minimum of Rs. 181,500 to an increment of Rs. 290,400.
The lowest and maximum house rent is Rs. 66,000 and Rs. 110,000, respectively, with an increase of Rs. 27,225.
The price range for utilities is Rs. 27,225 in increments from the lowest of Rs. 8,250 to the increment of Rs. 13,200.
With effect from October 1, 2023, the updated MP-III rates are as follows:
With an incremental rise of Rs. 39,480, the basic pay for MP-III varies from Rs. 263,180 at the lowest end to Rs. 421,100 at the highest.
The minimum and maximum house rent is Rs. 95,700 and Rs. 159,500, respectively, with an increase of Rs. 39,480.
With a 39,480 increase, the range of utilities is from Rs. 11,970 at the lowest to Rs. 19,140 at the most.
The current MP-III rates are as follows, as of July 14, 2017:
With an incremental rise of Rs. 18,150, the MP-III basic pay scales from a minimum of Rs. 127,050 to a high of Rs. 181,500.
The lowest and maximum house rents are Rs. 33,000 and Rs. 44,000, respectively, with an increase of Rs. 18,150.
The price range for utilities is Rs. 5,775 at the lowest and Rs. 8,250 at the highest, with an increase of Rs. 18,150.
With effect from October 1, 2023, the updated MP-III rates are as follows:
MP-III basic pay is graded from Rs. 184,230 at the minimum to Rs. 263,190 at the maximum, with a 26,320 incremental increase.
The lowest and maximum house rents are Rs. 47,850 and Rs. 63,800, respectively, with a rise of Rs. 26,320.
The price range for utilities is Rs. 26,320 incremented from a minimum of Rs. 8,300 to a maximum of Rs. 11,970.
The departments and organizations within the division will use their allotted budget to cover the costs associated with it.
The amount you must pay an incumbent will be set at the same position in the updated MP scale as he was receiving pay prior to the adjustment.
Current incumbents working in MPP scales are automatically eligible to use the new MPP package. As a result, the extension will offer dark excising contracts for MP scale holders if needed. Only the MP scale holders’ satisfactory performances will be taken into account. Their performances will be assessed by the committee for performance evaluation. Thus, in accordance with the rules, the appropriate authority will approve the consideration.
Monetization of Transport Rates 2023 MP Scales
The following tariffs are now in effect for the monetization of transportation services for various managerial positions:
- The rate for MP-I is 95,910.
- It is currently Rs. 77,430 for MP-II.
- It is Rs. 65,060 for MP-III.
The Management Position Scale Policy of 2020 will still apply to these terms and conditions. It is important to remember that this policy was released by the Establishment Division on June 22, 2023.
Prerequisites and Facilities Admissible to MP Scales Holders
The following are the terms and conditions, presented in sentence form, for various managerial positions:
- For TA/DA on official domestic tours:

- For MP-I, the highest-grade civil personnel are eligible to apply.
- For MP-II, civil officials on a basic pay scale of 21 are eligible to apply.
- For MP-III, civil servants on the base wage grade are eligible.
- In the case of TA/DA for official foreign tours: MP-I is eligible for civil officials in Category I.

- MP-II is equally acceptable to Category II civil servants.
- For MP-III, civil servants in Category II are admissible.
- In terms of medical facilities, the MP-I and MP-II scales in Pakistan cover the same medical and hospitalization costs for the patient, their spouse, and their children for care obtained at government or government-recognized institutions.
- For all three management positions (MP-I, MP-II, and MP-III), gratuity is determined as one month’s basic salary for every year of service that has been completed.
