Mobile Phone Prices Increases Due To FBR’s New Valuations

The Mobile Phone prices of well-known mobile phone brands are anticipated to rise in Pakistan as a result of a significant increase in customs values on practically all models of mobile phones imported into the nation.

According to well-informed sources, the Directorate General of Customs Valuation Karachi has significantly boosted customs values on the import of 1,160 types of well-known branded mobile phones through a new judgment.

Apple, Huawei, Infinix, ITEL, Lenovo, Meizu, Motorola, Nokia, OPPO, Samsung, Sony, Tecno, VIVO, XIAOMI, REALME, ONEPLUS, HONOR, TCL, ALCATEL, Sea Shark, X TELL, ZTE, and SHARP have all had their customs values boosted.

The judgment further said that used/refurbished mobile phones imported by genuine passengers will be assessed on the customs values provided, as provision for depreciation is also included in the tabulated values.

The clearance Collectorates are advised to assess brands and models imported in commercial quantities but not included in the enclosed annexure under Section 81 of the Customs Act, 1969, and then forward a reference to the Directorate for final determination of values thereof.

Previously, the values of mobile phones were decided by Valuation Ruling No. 1732/2023 under Section 25A of the Customs Act of 1969. The previous Valuation Ruling was around nine months old, and the customs values assigned by it did not match the current worldwide market.

Furthermore, some of the older models listed in the current rule have achieved their End of Life (EOL) and must be depreciated accordingly. As a result, our directorate has conducted an exercise to assess the values of mobile phones under Section 25A of the Customs Act of 1969.

The stakeholders requested that the values be revised to account for the aging of the mobile phone models, and that a reasonable minimal depreciation in the assessable value be extended accordingly, as some of the mobile phone models mentioned in the Valuation Ruling are old but have very high assessable customs values.

For this aim, clearance data from the previous 90 days was obtained and examined. Following that, a market investigation was done and assessed in light of the Directorate’s Office.

The directorate performed a market study and examined numerous markets to determine the real pricing of mobile phone gadgets. The values of the subject goods have been established based on available data/information gathered and the exercise undertaken.
